The Ministry of Infrastructure, Housing and Urban Development has invited interested parties to submit proposals to develop 2,100 affordable housing units across 13 islands in the Maldives.
According to the Ministry, the project forms part of the administration's housing policy and represents a major step in the government's ongoing efforts to expand access to affordable housing nationwide.
An announcement published in the Government Gazette on Thursday stated that the design, development and implementation of the 2,100 housing units will be awarded to qualified bidders. The initiative is among the largest housing projects planned for the atolls in recent years.
The project will be implemented under a Public-Private Partnership (PPP) model. The Ministry has stipulated that only entities, companies or consortia that are 100 per cent Maldivian-owned and registered in the Maldives will be eligible to submit proposals.
The 13 locations designated for the project are HA. Hoarafushi, R. Ungoofaaru, B. Thulhaadhoo, Lh. Naifaru, M. Muli, D. Meedhoo, L. Gan, Thinadhoo City and Fuvahmulah City. In Addu City, housing units will be developed in Hithadhoo, Feydhoo, Maradhoo-Feydhoo and Maradhoo.
The Ministry stated that the initiative presents a significant opportunity for Maldivian real estate developers to contribute to the country's housing priorities while strengthening their professional capacity. Successful bidders will be required to deliver high-quality, financially sustainable and community-focused mixed-use residential developments in line with national housing policies and urban planning frameworks.
The Ministry has also outlined a period during which interested parties may seek clarifications before submitting their proposals. Written inquiries must be sent to the Ministry's email address, [email protected], by 13:00pm on Tuesday, August 4, 2026.
The deadline for submitting comprehensive technical and financial proposals is 13:00pm on Monday, August 17, 2026. All proposals must be submitted to the same email address.
According to the Ministry, the project aims to expand access to affordable housing, support planned urban development and enhance the overall quality of life for Maldivian citizens. The Ministry also encouraged proposals that incorporate space-efficient, environmentally sustainable construction practices and designs that provide long-term benefits for residents.
